Extends lifetime firearm prohibition to juveniles adjudged ward of court on or after January 1, 2014, for murder, attempted murder, or voluntary manslaughter, replacing the previous 30-year age restriction for these specific offenses.

Requires sealed juvenile court records containing sustained petitions for these three offenses to be permanently retained and never destroyed, rather than destroyed when the person reaches 33 years of age.

Maintains existing 30-year firearm ownership prohibition for juveniles adjudged wards for other serious or violent offenses listed in Penal Code Section 29820.

Directs juvenile courts to notify the Department of Justice of persons subject to firearm prohibitions on forms prescribed by the department for use in determining firearm eligibility.

Declares no state reimbursement required for local agencies under California Constitution Article XIII B because costs result from changes to crime definitions and penalties.
