Authorizes clean needle and syringe exchange projects in any city, county, or city and county that chooses to participate, replacing previous requirements for specific board or council actions.

Changes notification requirements to send written and email notices to the affected city, county, or city and county instead of only the local health officer.

Requires the department to provide biennial reports on needle exchange programs to the city, county, or city and county rather than to the local health officer.

Removes references to consultation with local law enforcement leadership in the authorization and reauthorization process, replacing it with approval from the participating jurisdiction.
