Expands the definition of "vehicle theft crimes" to include theft of vehicle parts or components, in addition to theft of vehicles, unlawful taking of vehicles, and burglary of vehicles.

Requires counties that impose vehicle registration fees under Section 9250.14 to post their annual fiscal year-end reports on the county's internet website.

Counties must submit detailed reports to the Controller by November 30 each year accounting for funds received and expended on vehicle theft prevention programs.

Failure to submit the required report by November 30 results in suspension of the county's authority to collect the registration fee for one year, effective July 1 following the Controller's determination.
