Establishes the Offshore Wind Community Capacity Funding Grant Account within the Voluntary Offshore Wind and Coastal Resources Protection Fund, with moneys continuously appropriated to the Energy Commission for capacity funding activities and grants in local and tribal communities.

Requires offshore wind entities (50+ megawatts capacity) to provide financial assistance to fund community capacity activities and grants for the 3-year period following execution of an offshore wind lease, either directly to eligible entities or deposited into the grant account.

Defines eligible recipients as local communities, California tribes, nonprofit organizations selected by tribes, or coalitions thereof, for activities including project consultation, tribal benefit agreement development, and capacity funding grants.

Authorizes the Energy Commission to use up to 5 percent of total grant account deposits for administrative costs and requires development of guidelines through public workshops, subject to review and revision every 3 years.

Requires the Energy Commission to annually submit a report to the Legislature by March 1 assessing implementation and effectiveness of capacity funding activities and grants, including funding amounts and impact assessment.
