Grants resident organizations a right of first refusal to purchase the mobilehome park, with 120 days from receiving notice to make an offer.

Requires park owners to engage in good faith negotiations with resident organizations, including providing a written response within 7 days of receiving an offer that states reasons for rejection and required terms, and prohibits negotiating with other parties during the 120-day period.

Defines "good faith negotiations" as evaluating offers without considering closing timelines, financing methods, or contingencies based on financing, appraisal, or title work.

Exempts certain transfers including family transfers, gifts, transfers between affiliates or partners, foreclosures, transfers between joint tenants, and government purchases by eminent domain.
