Expands the definition of "medical information" under California's Confidentiality of Medical Information Act (CMIA) to include reproductive or sexual health application information collected by digital services.

Defines "reproductive or sexual health application information" as information about a consumer's reproductive health, menstrual cycle, fertility, pregnancy, pregnancy outcome, plans to conceive, or sexual activity, including inferred information about pregnancy status, birth control use, or gender identity.

Classifies businesses offering reproductive or sexual health digital services (mobile apps or websites) as "providers of health care" subject to CMIA requirements and confidentiality standards.

Makes violations of these provisions involving reproductive or sexual health information punishable as a misdemeanor if they result in economic loss or personal injury.

Incorporates amendments from AB 1697 if both bills are enacted, with Section 1.5 becoming operative only if AB 254 is enacted after AB 1697.
