Allows licensees of community care facilities to approve individuals to care for children before completion of out-of-state child abuse and neglect registry checks if a request has been submitted to the Care Provider Management Bureau.

Requires that applicants approved before out-of-state checks are complete must be cleared on all other background checks (Department of Justice, FBI, Child Abuse Central Index) and have no unsupervised contact with residents or clients during the waiting period.

Mandates licensees immediately remove applicants from the facility upon receipt of disqualifying information from out-of-state abuse and neglect registry checks and notify the department of removal within three business days.

Specifies that no state reimbursement is required because any local costs result from changes to criminal penalties and definitions.
