Amends Government Code Section 7070 to replace specific trade names for military equipment with general descriptions in the definition of "military equipment"

Replaces references to "High mobility multipurpose wheeled vehicles (HMMWV), commonly referred to as Humvees" with broader language covering "wheeled vehicles that have a breaching or entry apparatus attached"

Maintains existing requirements that law enforcement agencies adopt a military equipment use policy and obtain governing body approval before acquiring military equipment

Clarifies exclusions from the military equipment definition, including standard consumer vehicles, unarmored ATVs, handheld locks removal tools, and standard issue service weapons and ammunition

Defines "military equipment" to include unmanned aerial/ground vehicles, armored personnel carriers, tracked armored vehicles, explosive breaching tools, firearms .50 caliber or greater, and specialized riot control devices
