Delays enforcement of funding withholding penalties for school districts and charter schools that fail to maintain required adult-to-pupil ratios (1 adult per 10 pupils) and maximum classroom sizes (20 pupils) in transitional kindergarten programs with early enrollment children from the 2024–25 school year to the 2023–24 school year.

Eliminates the requirement for the Controller to verify compliance with adult-to-pupil ratio and classroom size requirements in the audit guide for the 2023–24 fiscal year, moving this verification requirement to the 2024–25 fiscal year instead.

Maintains existing provisions requiring school districts and charter schools to enroll children with birthdays between June 3 and September 1 in transitional kindergarten programs if specified conditions are met.

Requires school districts and charter schools serving early enrollment children to report to the department the number of transitional kindergarten teachers who do not meet specified credentialing requirements, with the department reporting findings to the Legislature by October 1, 2024 and 2025.

Sunsets all provisions of this section on July 1, 2025.
