Requires health facilities to allow visits from patients' spouses, domestic partners, children, parents, grandchildren, grandparents, and stepchildren, unless the visitor endangers health/safety or the patient objects.

Mandates health facilities develop alternate visitation protocols that allow the greatest extent of visitation possible when health or safety concerns require restricting visitor access.

Prohibits health facilities from restricting in-person visitation in end-of-life situations except when the patient objects, and allows facilities to require visitors to follow the same personal protective equipment and testing protocols as staff.

Requires facilities to provide personal protective equipment and testing resources to end-of-life visitors to the extent such resources have been made available by state or local entities.

Specifies the bill does not create new civil or criminal liability for facilities that comply with these visitation requirements.
