Applies priority registration to all baccalaureate degree and certificate programs after the student's employment as a first responder has been verified by the institution.

Requires students to submit documentation proving first responder employment status upon initial request for priority registration and annually at the start of each subsequent academic year.

Defines "first responder" as state or local public agency employees providing emergency response services, including peace officers, firefighters, paramedics, emergency medical technicians, and public safety dispatchers/telecommunicators.
