Prohibits first-generation anticoagulant rodenticides (diphacinone, chlorophacinone, warfarin) in wildlife habitat areas, and prohibits chlorophacinone and warfarin statewide unless the director certifies additional restrictions ensuring statistically significant reductions in wildlife exposure levels.

Maintains existing prohibitions on second-generation anticoagulant rodenticides and diphacinone statewide pending director certification that the Department of Pesticide Regulation has completed reevaluations and adopted necessary restrictions in consultation with the Department of Fish and Wildlife.

Establishes civil penalties up to $25,000 per day for violations of anticoagulant rodenticide restrictions, with recovered penalties deposited into the Department of Pesticide Regulation Fund for enforcement costs and wildlife research purposes.

Creates exemptions for governmental agencies, public utilities, vector control districts, and public health emergencies, as well as agricultural activities including warehouses, food production facilities, and infrastructure protection.

Requires sustainable pest management and integrated pest management practices before using any anticoagulant rodenticides, based on best available science regarding impacts on wildlife including threatened and endangered species.
