Extends the use tax exemption for medicinal cannabis and cannabis products donated to qualified patients until January 1, 2030 (previously was set to expire 5 years after an earlier operative date).

Requires cannabis retailers receiving donations to certify in writing that products will be used only for donation to medicinal cannabis patients; retailers misusing donated products face use tax liability and license suspension.

Directs the Legislative Analyst's Office to annually collect and report data from the California Department of Tax and Fee Administration and Department of Cannabis Control on tax revenue lost, products donated, and patients served.

Prohibits the state from reimbursing local agencies for sales and use tax revenue losses resulting from the exemption.

Takes effect immediately as a tax levy.
