Requires county boards of supervisors, city legislative bodies, and public district boards to post contracts for special services and temporary help on their websites by July 1, 2025, if the work is currently or was recently performed by represented employees.

Mandates that by July 1, 2026, such contracts include objectives, deliverables, financial expenditures, employee counts by job category, subcontractor names, and compensation information organized by job classification.

Requires local agencies to provide written notice to employee representatives before beginning a procurement process to contract work currently or recently performed by represented employees, and at least 30 days' notice before contract modifications or renewals, unless an emergency exists.

Exempts contracts under $100,000 for work not usually performed by public employees from these transparency and notice requirements.

Applies prospectively to contracts entered into on or after January 1, 2025, and applies to all counties and cities, including charter counties and charter cities.
