Extends annual Department of Transportation reporting requirement on fish passage barrier remediation from 2025 through 2030, with reports to include justifications for any reprioritization or delays in remediation.

Establishes January 1, 2026 deadline for Department of Transportation to implement a programmatic environmental review process with state and federal agencies to streamline permitting for fish passage barrier remediation projects.

Expands fish passage assessment requirements to projects adjacent to or having nexus with streams where anadromous fish are or historically were found, and requires barrier remediation be designed into and completed during project construction.

Eliminates geographic district restrictions on Fish and Game Code Section 5901 to make the statewide prohibition against constructing or maintaining devices that prevent fish passage apply everywhere in California, not just specified districts.

Specifies no state reimbursement is required for local agencies or school districts under this act as it only modifies criminal penalties.
