Prohibits violations of registration requirements and month/year tab display from being the sole basis for enforcement action before the second month after registration expiration, effective July 1, 2024 through January 1, 2030.

Allows law enforcement to cite a vehicle for registration or tab violations before the grace period ends if the vehicle is stopped for any other Vehicle Code violation.

Requires law enforcement and parking enforcement officers to verify through Department of Motor Vehicles records that no current registration exists before issuing citations for tab or registration violations.

Applies the grace period provisions to Vehicle Code sections 4000 (unregistered vehicle operation), 5204 (month and year tabs on license plates), and 40225 (parking violation enforcement).
