Modifies Section 65915 of the Government Code to require density bonus benefits in coastal zones to be permitted consistent with the California Coastal Act while maintaining a coastal development permit requirement.

Requires any density bonus, concessions, incentives, waivers, or parking ratio reductions to be granted in a manner that does not result in significant adverse impacts to coastal resources and public coastal access.

Repeals Section 30500.1 of the Public Resources Code and replaces it with a requirement that all local governments in the coastal zone submit amendments to their local coastal programs by July 1, 2026 to harmonize the Density Bonus Law with the California Coastal Act.

Allows local coastal program amendments meeting specified conditions to be processed as "de minimis" under Section 30514 of the Public Resources Code to streamline certification.

Establishes state mandate reimbursement procedures if the Commission on State Mandates determines the bill creates state-mandated local program costs.
