Requires public agencies to present the status of job vacancies and recruitment and retention efforts at a public hearing at least once per fiscal year, prior to final budget adoption if applicable.

Entitles recognized employee organizations to make presentations at the public hearing regarding vacancies within their bargaining unit.

Mandates public agencies to provide specific information during the hearing if job vacancies meet or exceed 20% of authorized full-time positions, including total vacancies, applicant numbers, average hiring timeline, and opportunities to improve compensation and working conditions.

Imposes a state-mandated local program on public agencies with no state reimbursement provided, though local agencies may pursue available remedies for reimbursement.

Approved by Governor September 22, 2024, and filed with Secretary of State the same date.
