Requires the State Department of Public Health to expand statewide newborn screening to include Duchenne Muscular Dystrophy (DMD).

Expands the Genetic Disease Testing Fund to support costs of screening for DMD and any other blood-detectable disease adopted by the federal Recommended Uniform Screening Panel, with implementation required no later than two years after adoption.

Exempts DMD screening program expansion from Public Contract Code Chapters 2 and 3, Government Code Article 4, and State Administrative Manual sections related to information technology project approvals.

Makes an appropriation from the continuously-funded Genetic Disease Testing Fund, which is supported by fees collected for newborn screening tests.

Maintains legislative intent that all genetic disease testing program costs be fully supported by fees paid for newborn screening tests.
