Requires school districts, county offices of education, and charter schools serving K-12 students that undertake additions, alterations, reconstructions, rehabilitations, or retrofits of school buildings to install interior locks on doors of rooms with occupancy of 5 or more persons.

Exempts from the requirement doors already locked from outside, doors with inside locks, pupil restrooms, maintenance projects under $20,000, and certain modernization projects submitted to the Division of State Architect before January 1, 2025.

Makes locks required by this bill an eligible physical security improvement for funding under the Gun Violence Prevention and School Safety Fund, which receives revenue from an 11% excise tax on firearm sales.

Implementation is contingent upon an appropriation in the annual Budget Act or other statute.

Provides that if the Commission on State Mandates determines the bill creates state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
