Amends Section 15100 of the Education Code to expand the purposes for which school districts and community college districts may issue bonds to include acquisition or lease of real property, construction or acquisition of school facilities, and reconstruction or replacement of school facilities.

Defines "school facilities" to encompass buildings and structures used in conjunction with public schools or community colleges, including classrooms, academic buildings, dormitories, dining halls, housing for students/faculty/employees, sports facilities, parking, streets, and supportive services facilities.

Broadens existing bond purposes to explicitly include employee and student housing as allowable school facility projects under voter-approved bonded indebtedness.

Requires provisions to be liberally construed to effectuate the bill's purposes and provides that all provisions are severable if any are found invalid.

Establishes state reimbursement procedures for any local program costs mandated by this act through existing Government Code provisions.
