Requires the State Air Resources Board to develop a plan by January 1, 2027, to include ocean carbon dioxide removal technology and projects determined to be environmentally safe and sustainable into the Carbon Capture, Removal, Utilization, and Storage Program.

Directs the state board to qualify ocean carbon dioxide removal projects for inclusion in carbon credit programs, including the Low Carbon Fuel Standard regulations and market-based compliance mechanisms.

Requires the state board and agencies with financial incentive programs to consider making ocean carbon dioxide removal projects eligible for grants, tax credits, or other financial inducements if they achieve similar or better climate and environmental policy goals.

Mandates coordination with other state agencies to establish a single point of contact for permitting ocean carbon dioxide removal projects and to develop workforce training programs for the skilled workers needed.

Defines "ocean carbon dioxide removal" as a process occurring in ocean water that extracts carbon dioxide from the atmosphere or ocean water to reduce atmospheric carbon dioxide levels.
