Exempts policy fellows provided by four specific 501(c)(3) associations from being considered compensation, rewards, gifts, or conflicts of interest under the California code of ethics for Members of the Legislature, state elective or appointive officers, judges, and justices.

Specifies that policy fellows from these associations are not employees of either house of the Legislature and are not included in the state civil service.

Applies the exemption to policy fellows provided by: the Asian Pacific Islander Capitol Association, the California Legislative Black Staff Association, the Capitol LGBTQ Association, and the California Latino Capitol Association Foundation.

Declares that these provisions are declaratory of existing law, not a change to current law.
