Requires certified alcohol and drug programs and licensed treatment facilities to disclose if any agents, partners, directors, officers, or owners have ownership, control, or financial interest in a recovery residence.

Requires disclosure of contractual relationships with entities providing professional services or substance use disorder treatment to program clients, if those entities are not part of the certified program or licensed facility.

Mandates disclosures upon initial licensure or certification, renewal, and when acquiring or starting qualifying relationships.

Allows the Department of Health Care Services to suspend or revoke certification or licenses for failing to make required disclosures.

Permits the department to refer substantiated complaints against recovery residences to other enforcement entities including the Department of Insurance, Department of Managed Health Care, Attorney General, and U.S. Attorney General.
