Amends Section 42652.5 of the Public Resources Code to require the Department of Resources Recycling and Recovery to include product labeling requirements that reduce food waste in regulations for recovering edible food.

Requires that regulations intended to meet the goal of recovering not less than 20% of edible food currently disposed of by 2025 must incorporate labeling requirements as part of the overall strategy.

Maintains existing provisions allowing local jurisdictions to impose requirements on waste generators and penalties for noncompliance with organic waste reduction goals.

Preserves exemptions for rural jurisdictions from procurement requirements until December 31, 2026, with potential for extended compliance schedules thereafter.
