Authorizes students who are California residents enrolled in prelicensure distance education nursing programs at out-of-state private institutions to render nursing services for clinical experience if the program is accredited by a US Department of Education-recognized entity and maintains faculty-to-student ratios matching board-approved in-state programs.

Requires out-of-state programs to pay a one-time fee of $100 per student placed in clinical experiences in California and submit initial and annual reports to the Board of Registered Nursing detailing accreditation status, clinical placements, instructors, and fee reconciliation.

Restricts out-of-state programs to nonacute care clinical placements only and prohibits clinical agencies from offering placements to these programs if needed to fulfill requirements for in-state nursing students.

Mandates that students be supervised in person by a California-licensed registered nurse and requires programs to meet Bureau of Private Postsecondary Education requirements with California instructors meeting the same faculty standards as in-state schools.

Declares no state reimbursement required under the California Constitution because costs stem from changes to crime penalties related to perjury attestations in the bill.
