Repeals Sections 331 and 332 of the Elections Code and Chapters 5 and 6 of Division 3, eliminating specific procedures for new residents and new citizens to register and vote.

Repeals the requirement for elections officials to preserve lists of new resident voters for 22 months from the election date, effective January 1, 2027.

Requires candidates for municipal office to file a declaration of candidacy along with nomination papers and establishes new prescribed forms for both documents.

Directs the Secretary of State to establish uniform filing forms for municipal candidates to use when submitting nomination papers and declarations of candidacy.

Amends voter registration procedures to clarify acceptance of affidavits of registration and address change notifications during specified timeframes relative to elections.
