Establishes a prima facie speed limit of 25 miles per hour in school zones until January 1, 2028, when approaching or passing school grounds, applicable when school speed limit signs state "when children are present" and children are present, or when signs state specific hours.

Beginning January 1, 2028, establishes a prima facie speed limit of 20 miles per hour in school zones under the same conditions.

Allows local authorities to declare a prima facie speed limit of 20 miles per hour in school zones by ordinance or resolution until January 1, 2028.

Permits local authorities to establish 15 miles per hour speed limits in residence districts on highways with 30 miles per hour or slower posted limits in school zones, and 25 miles per hour limits on highways 500 to 1,000 feet from school zones, without requiring engineering and traffic surveys.

Defines "school zone" as an area within 500 feet of school grounds in any direction, marked with appropriate signs, and defines "children are present" as one or more children on roadways, sidewalks, pathways, or shoulders within the marked school zone, excluding those separated by fences or barriers.
