Prohibits University of California, California State University, and California Community Colleges from disqualifying student job applicants solely for failing to provide proof of federal work authorization.

Creates two exceptions: proof of work authorization may be required if mandated by federal law or required as a condition of a grant funding the specific employment position.

Directs these institutions to treat the federal prohibition on hiring undocumented noncitizens (8 U.S.C. § 1324a) as inapplicable to state government branches and authorizes student employment as a "benefit" under federal law (8 U.S.C. § 1621).

Requires implementation by January 6, 2025, with provisions for University of California applying only if the Regents adopt them by resolution.

Provides for state reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill imposes state-mandated costs.
