Authorizes the Department of Alcoholic Beverage Control to issue up to 10 additional on-sale general licenses for bona fide public eating places in each of El Dorado and Placer Counties, limited to 4 licenses per county in the first year.

Requires licensed premises to be located in a retail center (at least 300,000 square feet of retail space), with at least 3 licenses per county designated for retail centers containing 1,000,000+ square feet.

Prohibits licenses from being transferred between counties or to premises not qualifying under this section, and caps transfer prices at the original fee paid.

Allows county boards of supervisors to submit a resolution by July 1 restricting the maximum number of licenses issued in their county.

Permits replacement license issuance if a license is canceled or revoked, and allows holders of valid seasonal on-sale general licenses to apply for these new licenses.
