Authorizes San Bernardino County Transportation Authority to award contracts for supplies, equipment, or materials exceeding $100,000 to either the lowest responsible bidder or the responsible bidder offering the best value based on factors in the solicitation.

Requires the authority to obtain a minimum of 3 quotations (written or oral) for purchases of supplies, equipment, or materials exceeding $5,000 but not exceeding $100,000, to the extent practicable.

Defines "best value" as the overall combination of quality, price, and other proposal elements that provide the greatest overall benefit in response to solicitation requirements.

Approved by Governor on September 27, 2024, and filed with Secretary of State on the same date.
