Requires cities and counties to establish youth commissions upon receiving petitions signed by either 500 youth ages 13-18 residing in their jurisdiction or 10% of that population, whichever is less.

City and county councils/boards must respond to petitions within 60 days and establish commissions, with existing commissions required to comply by January 1, 2027.

Youth commission members must be ages 13-18, residents of their jurisdiction, and serve one-year terms with a maximum of two consecutive terms.

Youth commission members have the right to attend all open meetings, receive meeting materials simultaneously with regular members, and present updates, requests for action, project proposals, and community concerns to the governing body.

Youth commissions must meet at least twice monthly and send representatives to govern body meetings, while at least one council/board member must attend at least one youth commission meeting per month.
