Requires the Office of Emergency Services to prepare a biennial gap analysis of California's mutual aid systems beginning January 1, 2025

Gap analysis must evaluate firefighting, law enforcement, emergency medical services, mass care, shelter, and hospital surge capacity needed to respond to two simultaneous major disasters in California

Analysis must use a disaster scenario involving two major incidents (such as an urban earthquake and wildfire evacuation) and estimate response requirements, measure baseline preparedness, develop strategies to address shortfalls, and establish priority improvement areas

Office must submit gap analysis reports to four legislative committees no later than February 1, 2025, and biennially thereafter by February 1 of odd-numbered years

Bill takes effect immediately as an urgency statute
