Establishes a pilot program requiring the State Department of Education to provide state reimbursement to summer meal program operators for meals served to guardians of eligible children at public library meal sites, adjusted annually for inflation.

Guardians must be present at the public library summer meal program site to qualify for reimbursement, unless noncongregate rules apply, and reimbursement is limited to one guardian per eligible pupil.

Eligible guardians are those 22 years or older, or younger than 22 years old and accompanying a child who reasonably needs assistance eating.

Requires the department to develop guidance for summer meal operators, distribute information about the federal Summer Electronic Benefits Transfer for Children Program, apply for federal waivers if necessary, and collect reporting data on meals served to guardians within 30 days of program end.

Implementation is contingent upon a legislative appropriation, with funding to equal the estimated number of reimbursable guardian meals multiplied by the federal meal reimbursement rate.
