Reduces the appeal period for regional housing need allocation from 45 days to 30 days following receipt of draft allocation.

Shortens the public notice requirement for housing allocation appeals from 21 days to 10 days prior notice.

Reduces the Department of Housing and Community Development's review period for final allocation plans from 30 days to 15 days after receipt.

Extends the housing element revision deadline for certain Southern California Association of Governments jurisdictions (excluding Orange, Riverside, San Bernardino, and Ventura counties) from 18 months to 24 months after every second regional transportation plan update for the 7th and subsequent revisions.

Allows councils of governments and delegate subregions to reduce specified time periods to facilitate earlier adoption of final allocation plans, with a minimum floor of 10 days.
