Requires local health officers to only rely on third-party water quality test results if they meet the same quality standards as local agency testing under Health and Safety Code sections 115880 and 115881.

Mandates that all test results used by local health officers for public beach water quality determinations be made available to the public.

Authorizes health officers to use third-party test results from other agencies when responding to known untreated sewage releases adjacent to public beaches, subject to the same quality requirements.

Modifies the Water Shutoff Protection Act to allow the Attorney General to restore "money or real property" (instead of "money or property, real or personal") acquired through prohibited practices, and clarifies these provisions do not grant water systems additional authorities beyond existing law.
