Requires part-time community college faculty to receive compensation proportional to full-time faculty with comparable duties based on hours worked, effective upon expiration or renewal of existing collective bargaining agreements in effect before January 1, 2024.

Mandates community college districts negotiate compensation terms consistent with the proportional pay requirement for part-time employees, with negotiations to commence no later than January 1, 2024 for districts without agreements or by the expiration date for districts with existing agreements.

Conditions receipt of Student Success and Support Program funding on districts negotiating in good faith with part-time faculty representatives regarding reemployment preferences, evaluation processes, and compensation terms.

Exempts community college districts from the proportional pay requirement if a collective bargaining agreement covering part-time faculty was in effect before January 1, 2024, until that agreement expires or is renewed.
