Requires California Community Colleges, California State University, and eligible independent and private postsecondary institutions to annually train students on sexual violence and sexual harassment beginning September 1, 2024, with updates to be considered biennially starting September 1, 2026.

Expands training content beginning September 1, 2026 to include recognition of alcohol- and drug-facilitated sexual assault risk, prevention measures, myths about drug-facilitated assault, and confidential support resources including medical services and rape crisis centers.

Training must cover common facts and myths about sexual violence causes, definitions of sexual violence and harassment, filing procedures for complaints, campus and community resources, peer support methods, and consequences of offenses.

Permits community college districts to allow students to self-certify completion of training and allows institutions to integrate training into existing orientation programs.

Requires the Board of Governors of California Community Colleges and California State University Trustees to develop regulations for implementation, with University of California requested to participate.
