Amends Fish and Game Code Section 2081.7 to authorize the Department of Fish and Wildlife to allow take of protected species resulting from implementation of System Conservation Implementation Agreements between the U.S. Bureau of Reclamation and Imperial Irrigation District for the Lower Colorado River Basin System Conservation and Efficiency Program (2024-2026).

Removes previous references to the "Salton Sea Management Program" while retaining authorization for take impacts from the Quantification Settlement Agreement on specified lands and water bodies.

Applies to impacts on the Salton Sea, Colorado River flows, Imperial and Coachella Valley water systems, agricultural lands, and associated habitat.

Requires the same conditions as existing law, including satisfaction of California Endangered Species Act requirements and implementation of adaptive management processes to monitor and adjust mitigation measures.

Declares the bill an urgency statute taking effect immediately to enable water conservation efforts needed by Lower Colorado River Basin stakeholders.
