Requires the State Department of Social Services to prepare a report on approaches for children's camp health and safety regulation and oversight, subject to legislative appropriation.

Mandates consultation with multiple stakeholders including the State Department of Public Health, State Department of Education, Department of Industrial Relations, local health departments, parent advocates, and other designated entities.

Report must be submitted to the Legislature within 24 months of funding and include recommendations for defining "children's camp," identifying responsible government agency or agencies, and establishing minimum health and safety requirements.

Report must include cost estimates and cost-benefit analysis for each regulatory approach recommended.

Exempts contracts related to the report from state contracting requirements under the Government Code, Public Contract Code, and State Contracting Manual.
