Increases the aggregate contract price exemption from licensing requirements from $500 to $1,000 for work or operations on a single project that do not require a building permit.

Adds a new restriction that the licensing exemption does not apply to persons who employ another person to perform or assist in performing the work.

Expands the advertising exemption for unlicensed persons from $500 to $1,000 aggregate contract price, provided they disclose in advertisements that they are not licensed.

Specifies that no state reimbursement to local agencies or school districts is required because any costs result from changes to criminal penalties rather than new mandated local programs.
