Establishes the Civic Learning, Outreach, and Engagement Fund in the General Fund with moneys available upon legislative appropriation for grants to local elections officials.

Requires the Secretary of State to award grants to local elections officials for programs integrating voter registration and preregistration with civic education, coordinated with school districts, county offices of education, or charter schools.

Mandates grant applicants submit plans describing coordination with educational institutions and include letters of support; prioritizes counties with lower voter registration and participation rates.

Requires grant recipients to annually evaluate programs and report statistics on costs, student participation by grade level, voter registration/preregistration numbers, and other program outcomes to the Secretary of State.

Sets minimum three-year grant terms for initial applications and requires the Secretary of State to make applications available by April 1, 2025, subject to legislative appropriation; allows Secretary to use no more than 5 percent of fund moneys for administration.
