Student Aid Commission must convene a working group until July 1, 2026, including representatives from the State Department of Education, California Community Colleges, California State University, University of California, and faculty, staff, and students from each segment

Working group shall research and develop recommendations for a pilot program that covers the cost of postsecondary education by eliminating tuition and fees charges while addressing additional attendance expenses

Working group must identify participating public postsecondary institutions, determine the pilot program length, identify sustainable funding sources, and explain how the program would complement existing financial aid like Cal Grants

Pilot program shall prioritize students with greatest financial need and allow California resident students who qualify for admission to enroll without paying for education costs

Working group must submit a report to the Legislature by July 1, 2026, and this section automatically repeals on January 1, 2027
