Expands the definition of "kindergarten" for oral health assessment requirements to include both transitional kindergarten and kindergarten.

Requires proof of oral health assessment only once during a two-year kindergarten program instead of potentially twice.

Maintains the requirement that pupils present proof of an oral health assessment by a licensed dentist or dental health professional performed no earlier than 12 months before initial enrollment.

Requires school districts to report assessment data by July 1 of each year, including number of pupils assessed, those with untreated decay, and reasons assessments were not completed.

Specifies that any state-mandated costs imposed by this act shall be reimbursed to local agencies and school districts pursuant to existing state reimbursement procedures.
