Prohibits local agencies from treating thrift retail stores differently from nonthrift retail stores selling similar new items regarding zoning, development standards (height, size, parking, setbacks), and permitting.

Allows local agencies to require thrift retail stores to meet aesthetic or design standards, provided the same standards apply to nonthrift retail stores.

Prohibits local agencies from blocking thrift retail stores from receiving used and donated items for resale or reuse/recycling through other means.

Permits local agencies to adopt reasonable rules on donation collection procedures, including location restrictions, business hours requirements, employee-only operations, square footage limitations, and health and safety standards.

Applies to all cities, including charter cities, and declares waste stream reduction through thrift retail facilitation is a statewide concern rather than a municipal affair.
