Exempts Sacramento Regional Transit District from requirement to offer reduced fares to disabled persons and disabled veterans at the same rate as senior citizens until January 1, 2027.

Prohibits the district from increasing fares for disabled persons or disabled veterans if it reduces senior citizen fares below their rate.

Requires the district to submit a report to the Legislature by January 1, 2026 if senior citizen fares are reduced below disabled persons or veterans rates, including ridership data, revenue impacts, and service changes.

Authorizes the district to delegate emergency procurement authority to nonelected officers to order actions and procurements without competitive bidding when a four-fifths board vote declares an emergency.

Adds Section 20321 to the list of statutes eligible for emergency procurement procedures under Public Contract Code Section 22050.
