Replaces terminology throughout the Mello-Granlund Older Californians Act from "senior" to "older adult" and updates findings and declarations with current statistics on California's aging population, projected to increase by 4 million people by 2030.

Updates the California Department of Aging's mission and responsibilities to coordinate services for older adults and people with disabilities, including maintaining a clearinghouse of information and providing referral services.

Repeals obsolete provisions including the Senior Center Bond Act of 1984, Section 9541.5 regarding health care service plan fees, and Chapter 9 (Senior Center Bond Act).

Establishes new legislative findings on housing insecurity, volunteerism, and LGBT older adults' unique needs, and renames the "Senior Housing Information and Support Center" provisions while maintaining clearinghouse functions.

Updates chapter and article headings from "Senior" to "Older Adult" terminology, including renaming Chapter 10.5 and Article 2 to "Older Adult Wellness Program."
