Expands the definition of "timber operations" to include noncommercial maintenance of timberlands through fuels reduction paid in part or in whole with public funds.

Allows timber operations for timberland maintenance funded with public money to comply with California Environmental Quality Act (CEQA) requirements as an alternative to obtaining an approved timber harvesting plan.

Exempts removal of trees less than 16 inches in diameter at breast height from firebreaks or fuelbreaks from "timber operations" definition if the work is part of an approved community wildfire protection plan or department fire plan and subject to CEQA review.

Creates a state-mandated local program by expanding the scope of criminal violations related to timber operations.

Specifies that no state reimbursement is required because costs incurred by local agencies relate to changes in crime definitions under Government Code Section 17556.
