Authorizes community college governing boards to replace closing on Lincoln Day (February 12) or Washington Day (third Monday in February) with Lunar New Year, defined as the date corresponding with the second new moon following the winter solstice, or the third new moon if an intercalary month intervenes.

Requires the replacement holiday decision to be made through a memorandum of understanding pursuant to California's collective bargaining law.

When Lunar New Year falls on another holiday, community colleges shall observe it on a preceding or following weekday.

Requires classified employees to receive a paid holiday on Lunar New Year in lieu of Lincoln Day or Washington Day if the governing board approves the replacement, provided they are in a paid status during any portion of the working day before or after the holiday.

Does not authorize community college districts to reduce the minimum number of days the colleges operate during the year.
