Requires the Department of Fish and Wildlife to conduct a study by January 1, 2027, to create a framework for cannabis site restoration projects and provide guidance for cleanup, remediation, and restoration of environmental damage from cannabis cultivation.

Mandates annual reports to the Legislature from January 1, 2027, through January 1, 2036, on illicit cannabis cultivation and efforts to repair habitat degradation and environmental damage in watersheds affected by cannabis cultivation on public and private lands.

Creates the Cannabis-Impacted Lands Restoration Fund and directs 40 percent of civil penalties and 100 percent of administrative penalties from cannabis-related environmental violations into this continuously appropriated fund for land remediation and restoration.

Excludes plant waste and cannabis waste that solely exhibit toxicity characteristics from classification as hazardous waste under Health and Safety Code regulations.

Directs the Department of Fish and Wildlife to use moneys from the Environmental Restoration and Protection Account to fund the required study and annual reports on cannabis-related environmental restoration.
